BY-LAWS

of the
MONTGOMERY COUNTY REGISTRY OF INTERPRETERS
FOR THE
DEAF

Article I
Meetings

  1. General Membership Meetings shall be held at least every quarter. Members shall be notified 30 days prior to the said meeting. Executive Board Meetings shall be held be held at least every quarter.
  2. A quorum of ten (10) percent of all voting members shall be necessary for the holding of business meetings of McRID.
  3. A quorum of one-third (1/3) of the members of the McRID board shall be necessary for the holding of McRID business meetings.

  5. Parliamentary Procedure-Robert's Rules of Order, Newly Revised shall be used where there is no conflict with the Constitution and/or By-Laws.
  6. Motions and called meetings may be made only by voting members of McRID. Non voting members may address the Board and/or the McRID membership meetings.
  7. Election of Officers shall be held during the May or June general membership meetings of McRID each year. The installation of officers shall take place at the following membership meeting of the election of officers.

Article II
Membership

  1. The membership year shall extend from July 1 to June 30 of each calendar year. A member must remain in good standing; (paid current dues for twelve (12) months), and current certification where required). Members must be one of the following: certified with the BEI or RID, working in the field of deafness, enrolled in an accredited school program in ASL, deaf education, interpreter training or mentorship program.
  2. Qualifications of Membership
    1. A Regular Member is those persons age 18 or over, who pay regular membership dues in McRID. They will have voting privileges and may serve on the board of McRID. Each regular member shall have two (2) votes.
    2. An Associate/Supporting Member is those persons age 18 or over who pay associate member dues. They may have voting privileges in McRID and may be elected to office in McRID. Each member shall have one (1) vote.
    3. A Student Member are those persons age 16 or over who pay current McRID student membership dues and are currently enrolled in a course of study in the field of deafness or sign language in high schools or accredited colleges, and is currently non certified. They shall not hold any office except for Student Liaison. They may be allowed to speak on an issue. They shall have no (0) vote.
    4. A Lifetime Member are persons in recognition of outstanding service to deaf people and McRID, who shall have all rights and privileges of certified members, but who shall not be required to pay dues.
    5. An Honorary Member shall not pay dues, hold office, nor vote. One year honorary membership shall be conferred on those individuals whom the McRID membership feels have performed outstanding services to McRID and the deaf community.
Article III
Duties of Officers/Members of McRID Board

Officers and Members of the McRID Board shall follow all McRID policies and Procedures, and shall submit written reports as necessary, shall have membership in good standing for at least twelve (12) months prior to elections.

  1. Duties of Officers: The officers shall perform the duties prescribed by these Bylaws and by the parliamentary authority adopted by McRID.

The President is the chief executive officer of McRID and its Board, shall be an ex-officio member of all committees except the Nominating Committee, shall appoint standing Committees and special committees when necessary, shall be responsible for maintaining cooperation and affiliation with TSID, shall serve as the McRID representative to the TSID executive board and shall submit a written report to the secretary of TSID, when President is unable to attend, an appointed representative from the McRID board shall be chosen. The President and/or chapter representative shall have membership in TSID and RID so as to have membership on the TSID Board.

The Vice President shall assist the President and perform other duties as designated by the President, shall perform the duties of the President in their absence, shall be the officer of the student members, shall chair the fundraising committee and workshop committee for McRID, shall notify the outreach Committee of meetings as directed by the president and shall be responsible for sending reports to the TSID InterpreTexan regularly.

The Secretary shall keep the minutes of the proceeding of all meetings in connection with McRID, shall be custodian of McRID's records, shall conduct all correspondence of McRID, shall chair the Outreach Committee, and shall be responsible for sending McRID reports to the TSID InterpreTexan regularly.

The Treasurer shall have charge of, custody and responsible for all McRID funds after approval from the President or Board before payments are made, shall receive, deposit, and distribute all monies, shall keep accurate record of all monetary transactions and shall keep an up-to-date roster of the membership and standing of each member, shall draft a budget for the coming year to be presented and adopted by the Board within ninety (90) days of the new fiscal year, shall present records to the Audit committee at the end of each fiscal year prior to McRID's annual meeting and/or upon termination of office, shall submit a report to the Secretary.

The Parliamentarian shall guide McRID in abiding by established rules of order at all meetings, shall insure compliance with McRID's constitution and bylaws, shall rule on questions involving parliamentary procedure, shall chair the Nominating committee, shall be responsible for all voting methods, shall chair any revisions committee, shall submit a report to the secretary.

The Student Representative must provide a letter from an instructor on school letterhead verifying student status, shall act as a liaison between McRID and student body within the community, and shall submit a report to the Secretary.

Article IV
Committees

  1. A person may be eligible for any committee and may be active on more than one committee provided they're in good standing of McRID for the proceeding and current membership year. Each committee shall appoint a representative to be present at all general board meetings.

Nominating Committee: Shall be no less than three (3) members, except for the President, shall be chaired by the Parliamentarian. Members shall be nominated by the membership, shall be responsible for presenting eligible persons to the membership for any election.

Audit Committee: Shall have three (3) members, the chairperson shall be appointed by the Board, shall audit the Treasurer's records at the end of the fiscal year and/or upon the request of the President, shall report to the membership their findings.

Article V
Amendments

These By-Laws may be amended or new By-Laws adopted by a vote of two-thirds (2/3) of the members present and voting at any regular or special meeting of McRID; provided thirty (30) days prior notice is mailed to the membership; to be in effect the following July 1, unless otherwise stated.
